I can't hear the pump motor (that's a positive).
The water sound comes from when the water leaves the top tier and hits the water in the bottom tier. The water sound is adjustable; here's how: If the water sound is too loud for your liking, just pile the included rocks under the water that falls from the top tier to the bottom tier (that will make the sound quieter, since the water will fall mostly on the rocks instead of the water).
If you do not use the included rocks at all, then this little fountain can be quite noisy! And I think that is wonderful, because you can adjust the water sound to your personal situation. Most fountains are not adjustable like this one.
If you don't use the included rocks, then the water sound is medium/high and there is some splash-out (sprinkles). It was loud enough for me that I left the room to make a phone call.
If you use the included rocks and pile them in the 6 places where the water falls from the top tier to the bottom tier, then the water sound is low but audible (and very relaxing). This is the way I have mine set.
The cord is long enough (about 6 feet). There is no switch on the cord, so you have to plug/unplug the fountain to turn it on/off. That's no problem for me, since it is plugged into my computer power strip; when the computer is on, the fountain is on. Or, you could just use a lamp timer to turn it off automatically (or a countdown timer like this: Simple Touch C30001 Auto Shut-Off Safety Outlet, Multi Setting).
When plugging the tube into the pump, be careful not to pull on it. The other end of the tube is connected to the inside top of the round ball (and if it were to come loose, then you probably couldn't re-attach it).
I use distilled water and added about 1 tablespoon of white vinegar to keep it clean (add the vinegar monthly). The fountain takes very little water (maybe half a gallon or less).
Depending on your climate and how much you use it, you may need to add water once a day. If you hear a sucking sound from the pump BUT there still appears to be water in the main bowl where the rocks are, then it needs water (if you were to turn it off, all the water would run to the bottom, and no water would be in the main bowl...add water). Do not run the pump without adequate water, or it will damage the pump.

UPDATE
When I bought this, it was 45 bucks. If it hums, then you probably need to put a towel under it (it may not sit completely flat on the table, and the vibration of the pump against the fountain/table may cause a hum sound). Also, if you place the top of the fountain incorrectly (with the cord not in the slot, or tilted slightly), then you may also notice a hum. Either way, it's easy to fix.
